Victor Hartmann is Handler Victor Hilshire's real name. Prior to his expulsion for insubordination, he was a Europol investigator assigned to a team handling child abuse cases originating in Northern Europe, in particular Amsterdam. Appears to have at the very least shared a platonic friendship with a French medic assigned to Europol, named Rachelle Belleut, who introduced him to a lead by mafioso informant Mario Bossi, that ultimately lead to their discovery of Triela, a victim of a snuff-film being filmed locally. After his job termination, he joined the Social Welfare Agency and assumed the alias that he is better known by today.
